Online Application Form for Assisted Rental Housing

The Delaware State Housing Authority (DSHA) is dedicated to providing safe, decent and affordable rental housing in Kent and Sussex Counties (with one elderly site located in New Castle County).

Based on the information you submit on this application, your name will be placed on ALL DSHA waiting lists for which you qualify. Verification will take place prior to rental assistance being offered.


Moving To Work (MTW)
Unless EXEMPT, all applicants are required to participate in DSHA’s Moving to Work (MTW) Program. The MTW Program is designed to assist residents in achieving self-sufficiency by providing savings opportunities, resources, referrals, and other case management services. The applicant must accept the first subsidy type offered (Housing Choice Voucher or Public Housing)*.


Housing Choice Voucher (HCV)
The HCV program provides housing subsidy to more than 900 income-qualified individuals and families. It is the responsibility of the voucher holder to find a privately-owned rental unit in Kent or Sussex County. Once that unit is approved by DSHA, rental assistance is provided


Public Housing
DSHA owns and manages seven award-winning family housing sites throughout the state of Delaware, providing safe, decent and affordable housing solutions to income-eligible families.


Elderly / Disabled Housing
DSHA owns and manages the following sites for the elderly and/or disabled.
  • Huling Cove & Huling Cove Annex - These sites are located in Lewes, Delaware and have one-bedroom units. Under Title VI, Subtitle D of the Housing and Community Development Act of 1992, elderly families are given preference in selecting residents for vacant apartments. "Elderly families" refers to families whose head of household, spouse or other member are 62 years of age or older. In compliance with Subtitle D, one (1) apartment has been set-aside at Huling Cove Annex for occupancy by non-elderly, disabled applicants.
  • Peach Circle - This site is located in Smyrna, Delaware and has one-bedroom units for the elderly and/or disabled.(Must be at least 62 or disabled at time of move-in.)
  • Holly Square - This site is located in Middletown, Delaware and has one-bedroom units for the elderly only. (Must be at least 62 at time of move-in.)

Note Any applicant may apply for a hardship exclusion if the location of the Public Housing site offered is too far from his/her place of employment or if there is a special-needs child living in the household with specific health or day care requirements. DSHA will review these requests for special consideration on a case-by-case basis.


Details of Moving to Work (MTW)
The Moving to Work Program began on August 1, 1999 and affects applicants and residents of the Housing Choice Voucher (HCV) and Public Housing Programs within the jurisdiction of the Delaware State Housing Authority (DSHA).

Our Commitment to You
  • Give one-on-one case management
  • Provide resource development and program referrals
  • Make available financial counseling
Resident Responsibilities
  • Obtain/maintain employment of at least 20 hours per week earning no less than minimum wage, or be enrolled in a training or educational program for at least 20 hours per week
  • Meet with Case Manager regularly to establish and monitor financial, employment, educational and family goals(Resident Action Plan)
  • Ensure that children attend school in compliance with district regulations
  • Comply with terms of lease and contract
Exemptions from MTW Participation
  • Households whose head or spouse/co-head is 57 years of age or older and/or disabled; or
  • Households headed by an adult needed in the home to provide care for a disabled child or adult, as verified by legal or medical documentation.
